Warning: If you find even one bend in the throttle cable, replace the cable.

Adjusting the throttle cable (VW Passat B4)
Carefully check the cable for any bent or twisted sections. Press the accelerator pedal all the way down and measure the gap between the throttle control lever and the stop, which should be no more than 1 mm.
