In the model "Golf", released after August 1980, and in the model "Jetta" the screws marked with arrows hold the instrument panel frame. In cutouts (2) frames - blind covers (1) for additional switches.
You can remove the steering wheel to do this job. This is not required, but it makes it easier to access.
Take off "mass" from the battery.
Remove the flap for the heating lever, see chapter "Heating and ventilation".
Disconnect the tachometer shaft (see chapter "Devices").

Pull the damper towards the steering wheel together with the device and switches.
Disengage the switch (see section "Switch, its dismantling", chapter "Devices").
In models "Golf" release after August 1980 and "Jetta": Use a needle to lift the small cover on the left, at the bottom near the combination instrument panel flap.
Unscrew the 6 fixing screws of the damper (pic.).

Pull out the flap a little.
Remove the multi-pin plug from the back of the switch.
Remove switch panel cover.
Unscrew both Phillips screws on the side of the panel.
Tilt the panel forward: remove the lower plastic pins from the fixing plates.
On all models: remove the multi-pin connector.
When installing, pay attention: the multi-pin connector and the speedometer shaft must be correctly inserted. Check function before final assembly.
