In order for the liquid not to freeze at -25°C, it must contain 40% of low-freezing additives. In order for the liquid not to freeze at -35°C, the ratio of concentrate to water must be 1:1.
As a concentrate, use G11 VW or another antifreeze agent from the TL-VW774B specification (indicated on the packaging). The table shows how much antifreeze must be added to ensure a coolant concentration that does not freeze at -25°C.

Example
A hydrometer measurement shows that the coolant does not freeze at -10°C. In this case, drain 2 liters of liquid from the cooling system and add 2 liters of pure VW antifreeze concentrate to the cooling system.
