If the air circulation shut-off valve is defective, the engine will not start or will run unevenly when idling.
Turn on the ignition.
Disconnect and connect the wire to the air circulation shut-off valve. You should hear the valve click.
If you cannot hear the clicks, then either the wire is broken, or there is a poor ground connection between the carburetor or intake manifold and the engine, or the valve is defective.
